Artificial Intelligence — Law and Technology — Privacy
Jevan Hutson is the Shidler Scholar-in-Residence, Assistant Professor of Law, Director of the Technology Law & Public Policy Clinic, and a Faculty Associate of the Tech Policy Lab.
Professor Hutson’s research and teaching examine the legal, social, and design dimensions of data-intensive technologies, with particular emphasis on privacy, artificial intelligence, consumer protection, and technology governance. His interdisciplinary scholarship draws on law, computer and information science, human-computer interaction, and science and technology studies to examine how emerging technologies create and amplify harms and how law, policy, and design can respond. His work also examines the role of digital technologies in mediating intimacy, identity, and sexual life.
Professor Hutson’s scholarship has appeared in the Columbia Science & Technology Law Review, Georgetown Law Technology Review, and Fordham Intellectual Property, Media & Entertainment Law Journal, as well as leading interdisciplinary and technical venues including the ACM Conference on Fairness, Accountability, and Transparency (FAccT), ACM Symposium on Computer Science and Law (CSLAW), IEEE Symposium on Usable Privacy and Security (SOUPS), and the ACM Conference on Human Factors in Computing (CHI).
Through the Technology Law & Public Policy Clinic, Professor Hutson works with students, policymakers, public agencies, and civil society organizations on emerging issues in technology law and policy. The Clinic combines legal and policy research with direct engagement in technology governance, giving students opportunities to contribute to real-world policymaking and institutional decision-making.
Before entering academia, Professor Hutson practiced privacy, cybersecurity, and artificial intelligence law, advising technology companies on data protection, AI governance, cybersecurity, and emerging regulatory issues. He is a recipient of the 2025 IAPP Leadership Award, which recognizes contributions to the privacy, AI governance, and cybersecurity professions.
Professor Hutson received his J.D. from the University of Washington School of Law and his M.P.S. in Information Science and B.A. in History of Art from Cornell University.

Such debates get complicated fast. If companies use face recognition technology, how should they notify customers? What rights should people have to opt out, and how easy should that process be? Should the data ever be given or sold to third parties? These were some of the questions that came up during discussion of a Washington state privacy bill that failed earlier this year, according to Jevan Hutson, a technology policy researcher at the University of Washington. The two sides were unable to agree on how strong the privacy restrictions should be.

The FTC began to regulate AI fairness last month, seizing on an automated facial surveillance scandal at pharmacy chain Rite Aid.
“It is now clear going into the new year that the FTC is going to incorporate model deletion into privacy security and AI related orders,” Hutson said. “Reasonable algorithm fairness practices are going to be important to organization to undertake if they wish to avoid model deletion.”
As Jevan Hutson and Ben Winters describe in their legal analysis, the FTC has ordered model disgorgement in five separate instances: In the Matter of Everalbum, In the Matter of Cambridge Analytica, USA v. Kurbo Inc. and WW International, FTC v. Ring, USA v. Edmodo.
"Some of the OGs in the field are here, queer and ready to support you. That's an exciting thing," Hutson said. "This is a diverse and amazing community of folks doing cool work."
Washington state’s consumer privacy act also enables state judges to triple damages and legal fees resulting from such a lawsuit. “That is a significant risk,” says Jevan Hutson, a legal associate and data-privacy expert in Washington. “The penalties for noncompliance could be impactful.”
